This project involved the construction of a new 100 acre industrial park in the southwest part of the City of Mount Vernon just south of Illinois Route 15, including new infrastructure (concrete roadways, drainage detention, grading, water and sanitary sewer) to support it.  Work included 6,850’ of new concrete roadways with curb/gutter, storm sewer, drainage structures and sidewalk; drainage detention basins to accommodate all development; traffic signal adjustments at Illinois Route 15/Shiloh Drive/Neon Drive; 5,800’ of 12” water mains; 4,100’ of sanitary sewer 8” & 10” mains; and 6,700’ of 6” forcemain with one lift station.   Construction was completed in stages to always allow access by residential and commercial traffic.

HMG provided grant application assistance to obtain partial funding; topographic and legal surveys; geometric design; pavement design; water/sanitary sewer design; storm sewer design; right-of-way/easement platting; traffic impact studies; intersection design studies; utility coordination; property owner coordination; traffic signal adjustment design; coordination of geotechnical work/soils report; permitting (EcoCAT, IHPA, IEPA – SWPPP/Water/Sanitary Sewer, IDOT Access, USACE 404); preparation of plans, specifications and estimates; 2 bid lettings; construction contract execution; construction observation/partial staking and coordination of materials testing.   The total construction cost was approximately $4,142,043 and was funded with EDA, IDOT (EDP & TARP) and City local non-MFT.
