The North Moore Street project extended from Columbia Avenue to IL Route 3, covering 2,045 feet in total. Construction was divided into three phases, with Phases 5 & 6 built together. Design services included funding grant applications for all phases, Phase I design, Phase II construction plans, and Phase III construction documentation. STP funding was secured for all three phases, with a single IDOT-approved project development report prepared for Phase I. A geometric detail was completed for the intersection of North Moore Street and Columbia Avenue, and right-of-way was acquired using the federal acquisition process. Separate construction plans were prepared for Phases 5 & 6 and for Phase 7.

HMG provided all Phase III construction inspection and ensured compliance with IDOT construction specifications and documentation procedures. Improvements included reconstructed HMA pavement, concrete curb and gutter, a PCC multi-use path, storm sewer upgrades, a new 9’x5’ PCC box culvert, and a PCC retaining wall. Phases 5 & 6 were completed in fall 2022, and Phase 7 was completed in November 2023. The estimated construction cost for all three phases was $3.7 million.
