The South Main Street Reconstruction project was a unique and successful project for both HMG & the City of Breese. The project scope consisted of removing the existing oil & chip pavement and installing new PCC pavement. Existing sidewalk ramps were evaluated per ADA policy and new subgrade was also installed as part of the project.

The unique part of this project was that it was constructed under City lead Day Labor Construction. HMG worked with the City of Breese and IDOT District 8 Local Roads to get Breese approved to perform the work using MFT & RBI funds to pay for construction costs. As part of the process, HMG assisted Breese in performing cost estimates and time estimates. Different from traditional projects, these estimates used city equipment, supplier pricing info, estimated labor rates, and material lettings to estimate the cost for construction. The estimates, plans, and prior experience all had to be reviewed and approved by Local Roads.

During construction, HMG performed construction observation & testing services for the City to be submitted to the state. It is estimated that by constructing the project under Day Labor, HMG helped the City save over $350,000 from having to bid it out to a contractor. Construction was wrapped up in October of 2024.
